EN 13970:防水用柔性薄板– 涉及的产品范围：
该标准规定了用于建筑水蒸气控制的柔性增强沥青板的定义和特征。它指定了要求和测试方法以及提供产品的符合性评价。
Scope：This document specifies definitions and characteristics of flexible reinforced bitumen sheets for which the intended use is as water vapour control layers for buildings. It specifies the requirements and test methods and provides for the evaluation of conformity of the products with the requirements of this document.
EN 13970:防水用柔性薄板－简介
在防水柔性板上加贴CE标志不但可以证明其产品符合建筑产品指令（CPR 305/2011/EU）及其相关标准（欧洲协调标准EN 13970）规定的安全，环保，卫生和消费者保护。而且可以合理规避贸易技术壁垒，在欧洲市场自由销售并打开其他国际市场。
注：欧盟建筑法规CRP（Construction Product Regulation） 305/2011/EU 全面取代欧盟建筑产品指令CPD(Construction Product Directive) 106/89/EEC, 并且从2013年7月1日起强制执行。
EN 13970:防水用柔性薄板– 认证流程：
1、确定需要认证的产品类型，提交申请
2、确定欧洲产品指令，防火柔性板需符合新的欧盟建筑产品法规CRP 305/2011/EU
3、确定欧洲协调标准，防火柔性板需符合协调标准EN 13970
4、根据CPR指令和协调标准EN 13970进行测试评估，欧盟公告机构根据认证体系1或者体系3进行
5、获得由欧盟公告机构办法的测试报告和证书 (如果根据体系1认证需工厂审查)
6、发放产品性能声明(Declaration of Performance)
7、在产品包装上加贴带公告机构编码的CE标志
8、在欧洲市场自由销售
EN 13970:防水用柔性薄板– 性能要求

⊕ 防火性能Reaction to fire：
根据EN13501-1进行测定评估，防火等级为A, B, C, D, E, F，
（产品用于防火用途，如果产品使用阻燃剂以提高产品性能，需要根据体系1进行认证，否则根据认证体系3由公告机构2137进行测试认证）
⊕ 其他性能要求（可根据要求选择）：
